Port Facility Security Assessments

One of the current activities under the Port Security Project involves the recruitment of two experts to assist in the conduct of the International Ship and Port Facility Security Code (ISPS Code) security assessments at ports through identification of gaps in areas including physical security, structural integrity, personnel protection systems, and other areas posing a risk to persons, property or operations within the port facility. 

 

IMO has recruited a team of consultants to liaise with participating countries to prepare for and conduct on-site surveys of designated ports, as nominated by each country.

 

To date, the following ports have been assessed: Toamasina, Madagascar (6 - 10 June 2022), Moroni, Comoros   (13 - 17 June 2022), Victoria, Seychelles (4-8 July 2022), and Port Louis, Mauritius (1-5 August 2022). IMO consultants have assisted port authorities in the conduct of assessment of port compliance for these four ports to the requirements of the ISPS Code and to advise them on any potential gaps in their current assessment approaches, including expert advice on possible enhancements/improvements.  

 

These Port Facility Security Assessments are now being followed up through the preparation of Port Facility Security Plans for the ports of Toamasina, Madagascar and Moroni, Comoros. A regional Port State Control (PSC) workshop took place in mid-September 2022 in Madagascar for francophone project countries, and another will follow for anglophone project countries in October 2022 in Mombasa, Kenya.
